The convention space was too small for the insane amount of people who showed up. The convention was great and the panels were amazing and so many great cosplayers and so much gorgeous artwork for sale. But everyone was crammed. The artists barely had space to display their stuff and were on top of each other. The cosplayers had little place to take photos and film cosplay shenanigans (I know we had a hard time). The panels were too easily overfilled with very limited space. Which was a shame because the panels were all top notch. You could hear a lot of people complaining that this hotel was simply too small for such a large convention. Even the karaoke room was too small. Don't mention the game room because that was so overfilled that it resembled MTA train during rush hour.

Anyone can go to the con and cosplay, and you don't have to register. Some cons have a cosplay contest, and that you would have to register for in advance. But otherwise, you can cosplay as whoever, and you don't need to do anything before. As a side note, cons usually have meetups for people who are cosplaying from a specific show. For instance, they might have a meetup for Dragonball Z. And anyone that cosplays as a character from the show can go and take pictures with other people also cosplaying as a DBZ character. Usually, there will be forums by people to see if anyone else wants to do a certain show. If there are enough people interested, that's how you can make a meetup scheduled at a con. Hope that helps.
