Worst experience I’ve ever had. Cesar was non- responsive. Wouldn’t communicate through email. Couldn’t remember me or the conversations we had in-depth. Didn’t deliver on sketches. Total waste on deposit that couldn’t be returned.

In New York state it is actually illegal to tattoo anyone under the age of 18 regardless of consent
