Zero stars if available. The Hyundai Elantra nearly killed my wife and I by suffering a total vehicle electrical failure while in a packed tunnel under the river near Norfolk. The vehicle is a safety hazard and our experience was awful.

Filthy cars and pay careful attention if you rent from here - the garage is dark and they will try to pawn off a damaged vehicle on you! The first car they assigned me was had front end damage and didn’t look like it has been cleaned. It then took me over an hour to exchange that car only to be a assigned a car that was filthy. Food on the console and in the cup holders, leaves and trash in the floor, nasty seats, etc. over an hour later I finally had a clean and undamaged rental. Terrible customer service for the most part except for Omar and Lauren so we’re helpful and got me into the third car after all of the back and forth.

I recommend putting your rental dates in for a week to see what the rate is or call them directly for a weekly rate. I made an online reservation for 5 days and paid $281.30 taxes and fees included for a Nissan Sentra. I hope this helps.
The terminal is open 24/7. They have a drop box available. The counter is open 7am to midnight. Be sure to write down your gas tank level, mileage, and time returned. Suggest you take a photo of gas gauge and odometer, and photo of car parked. Then you will have timestamped evidence, if needed. Good luck 👍
They put a large hold when you use debit cards
Make your reservation online and bring 1. Driver's license 2. Credit or debit card. If using a debit card, bring a current adjacent plane reservation for verification. 3. Expect financial credit hold (min. $100). Budget's online policy addresses specific details.
There's one on RT 1 just before you get to the airport turn off I think it might be a shell but it's on the right side of the road... I believe it's the closest one to the airport and the last one before you get to the rental car return spot.

There's also another option that I usually utilize as the shuttle takes too long to arrive for my liking. You could walk through the airport and across the parking garage to terminal A for the rentals. This is shorter time to me.
Just drop the car at drop off location and drop the car keys in the designated drop box near the booth or door where available. Thats what I usually do. Wont have any issue.
