When the library "closes" at 5pm, does that mean that it is closed as in no more business is done, and people can stay and study later than 5pm, or does it mean that every person is out by 5pm?

When the building closes for the evening, everyone is asked to leave. Rose library has a 24-hour study lounge for JMU students that you can use no matter what time though
