It's not a rainbow, so it won't change any colors. They are just lights to show tribute to were the towers once stood.
They're usually on for a few hours the week before / days leading up to September 11th so that the crews can get the lights aligned and working properly. They are then lit from 6:00 PM on September 11th to 6:00 AM on September 12th.
The lights are turned on at sunset on 09/10 and are turned off at sun rise on 09/12 only. So if you missed them you'll have to wait for next year.

Lucy Troncoso, why are you asking nearly same questions over and over again? It has been said many times, that lights will be on only on 9/11 every year... No other days.
If you are in the area its worth taking a trip to see them testing it
The nights leading up to 9/11 are when they test the lights for periods of time, and some nights they don't test them at all. Worth a shot though to come to the area in hopes that they're lit tonight!
