Not soon enough. There is the clunky site itself, which is frequently closed for maintenance. My corner deli has better hours. Amazing how th New York State was able to translate the inefficiency of other bureaucracies, e.g. the DMV, into an equally awful online health insurance experience. Then there is the coverage itself. Extremely expensive and, while it looks good on paper, very few doctors or hospitals accept it. For far more than I used to pay for private insurance, I now have access mainly to clinics and doctors running their practices like assembly lines. The medical care is about as good as you might expect—not very. It would be nice if Obamacare were replaced by something better, but I would be okay if it ended with nothing to replace it. At least then we might be free to buy private insurance again. Companies that used to offer good private insurance in NY, e.g. Oxford and Aetna, have left, and the Affordable Care Act makes it unlikely than they will return.

Any where you go asks you to send paperwork of proof of things. Banks make you give social security etc want a car same thing etc etc. Why woulsnt a health insurance company or a place trying to help you find health insurance
If you are 65 years or older OR are on Medicare, then you MUST apply at your local DSS office. The only population that can apply through the NYSOH are those that are under age 65 and NOT on Medicare.

I changed my provider from Fidelis to Metro plus last year February. I called the NY State Health in January and requested the change. They were very helpful.
I found that it didn't help me at all. The tax credit was once to apply against the premium, but the deductible was 5,100.00. I cancelled. If the premium is high, which o can't afford, the deductible is lower. No help. Sorry. I now have no insurance.
It depends on the requirements of the other state, typically straight medicaid is transferrable with notice but if it any of the "options" like blue cross option, Cigna option etc. then you'll have to cancel and recertify in the new state
It all depends on household size and income. You'd be better off applying to know for sure if you qualify for Medicaid.

I'm not an employee but i don't think they give any extension for enrolling. I believe they only will of there's a change in marital status or if there's a birth in your immediate family.
Log into you account online and there is a tab that says documents. Click that and scroll down and there should be a spot that says upload and pick the type of document
