This a a very broad question that I would have a hard time figuring out with out some additional input. Are you getting traffic to your site? If not then you need to look at how to place your site in the path of those looking for your product or service. If yes, then you need to look at what kind of traffic. Is the traffic that shows looking for what you sell? If the traffic is people looking for what you sell - do you make it easy for them to contact you? Once they do contact you are your sales team doing their jobs speaking with your potential clients?
With over 250 Million websites it can be hard to stand out especially if your competitors are doing SEO themselves. Doing proper local SEO will allow you to do just that and get in front of people that are actively searching for your product or service. Hiring an expert SEO, not a hobbyist will help increase your traffic and conversion of that traffic.
We set up our monitoring so that our clients can login and see all the data we see. That way there is no confusion as to what is happening. We then walk our clients through an on-boarding training so that they completely understand what is happening AS it happens.
Many times what is being done happens on a month to month basis. The reason for this is because Google can see the date and times things are completed. So the idea is to not raise any red flags and slowly, properly build out the digital properties that point to a clients site. It is not a race (I wish we could rush through it at times) it is a detailed campaign that must be put together with painstaking detail to properly service our clients.
Google makes changes all the time. They do not share those changes with us. It is our job to decipher what is going on to make sure our clients are within the TOS (Terms Of Service) of Google.

Once you have that THEN you can look at the options available to you. There are a number of ways to drive traffic and if you are fixated on only one you could be missing the boat!
Many times a review can not be removed. Sometimes it is possible but that is getting to be more difficult as we move forward. The best thing you can do is address the review honestly and try to make reviewer happy by providing the best customer service possible. If a review or other property is showing up and you are unable to come to an understanding, it IS possible to outrank that bad press and move it to the 2nd page. (A Good Place To Hide Things) This is difficult because it requires us to outrank that review with 10 other properties.
