Both the Sky Train and baggage claim are outside security. You can bring your luggage with you onto the Sky Train to commute between stations and the airport terminals.
No the light rail runs only in the metropolitan area
No, this is the 44th St Station for the Valley Metro Light Rail Station. For Flixbus drop off and pick up, you'll want to walk to the north side of the 44th St Station for the PHX Sky Train.
From valleymetro.org for riding the light rail and buses: "Any child, age 5 and under, gets to ride with Valley Metro for free when accompanied by a fare-paying caretaker or guardian. Riders age 6 through 18 qualify for reduced fares." Note that this does not apply to the PHX Sky Train for commutes between this station and the airport as the PHX Sky Train is completely free for all passengers.
There is parking in the Sky Train a lot if you're riding the SkyTrain over to Sky Harbor Airport but it's not long-term. There is no parking at the Light Rail station that's strictly a staging lot at 44th and Washington for Rideshare drivers Uber and Lyft
