You can reserve park pavilions by coming in to the Parks and Recreation office M-F between 8-5. If you want to check to see if a specific date is available, please call 281-403-8637. The splash pad normally operates between Memorial Day and Labor Day.
Yes the trail is lit at night, but the the trail is closed I think at 6 or 7PM. Personally, I wouldn't jog at night anywhere. Too many unGodly people doing evil these days.
I'm not sure I just know of a water park playground basketball court track and pavilion but if there's a pavilion there should be a barbecue pit.
