It is a camp on the shore of Lake Isabella where you have to reserve and pay for the use of the area, that is why I give it 4/5 and since I went in the summer time and there is no vegetation it was very hot, what I liked is that there is restrooms and faucets with water for bathing or washing dishes. In the lake you can bathe on the shore, you can fish or ride a jet ski.

Worst campground I’ve ever been to. There’s no one to check you in, the site we were at was covered in rocks and brush. If it’s windy you have no coverage it’s an absolute nightmare. Lake is choppy and scary.

Yes should be easy. We went during the week and there were literally only 2 campers there.
Yes pets allowed but leashed or under owners complete control. Owners must pick up after pets anywhere at Camp 9.
I've been going there for the last 4 weekends and its open. Have fun, and enjoy!!!
There is a small town about 10 mins away with a market, gas station and restaurant .
It's open but with the receeding water in the lake and the algae bloom it may not be your best choice. You might want to try one of the campgrounds upriver.
There are many trails north of Kerrville. Depends on what you mean by close by. The Trail of a Hundred Giants is very family friendly and spectacular, but you have to drive over an hour.
