I found the answer to this online. It's classed as an even trade and as long as there are no other "considerations" (cash, lein etc.) then form 130 is filled out and there's a $5 fee to register it in the new owners name.

No. This is a Montgomery County tax assessor's satellite office, not a DPS. So this where someone who lives in Montgomery County can go to get new registration stickers, do a title transfer, get new license plates, etc.

Yes.. I believe you need an out of state inspection .. Your insurance ... title .. Or better yet call and ask them what you need.. Oh and you have 30 days to establish residency .. If you are pulled over and you tell them you have been a resident or have moved over thirty days ago without updating your registration or drivers licence they will give you a ticket .. The first thing needed is for the vehicle to pass a Texas State Inspection within the county of the owner's new residence. Then take the inspection receipt with your proof of insurance to The Dept. of Motor Vehicles for registration.
Insured car must pass Texas State vehicle Inspection in the Texas County where it is to be registered. Inspections are offered at many service stations, oil change stations, and other similar facilities. When you have the certificate of inspection, and proof of insurance then the next step is the Motor Vehicle Registration office to get the window sticker and license plates.
