They will post flags when it is safe to skate. From the website: Safety first: all ice rinks are swept and resurfaced as needed. We monitor the ice daily and post flags to let skaters know when conditions are safe. Green flags indicate safe conditions, and red flags indicate unsafe conditions.
I believe you have to reserve through the Wheaton Park District.

None, there is some availability for camping at other parks close by in the area. Google "camping" in the area you are looking to be close to and see if the other parks will be in your radius!
You can sled after sunset but I believe the rest of the park "closes" after sunset.
They are located on the southeast side of the park

There's a fitness trail with exercise stops along the way. They're beginning to show their age, but they're there and useable
