There is a fireworks festival going on tonight and tomorrow. The grounds will close at 11:00 pm. During the fair which will be held July 28-Aug1, 2021, the operating hours will be 8:30 am until 11:30 pm

I've seen people bring their dogs in the past, but you might want to call ahead of time and ask just to make sure they haven't changed their policies in recent years.
The Racine County Fair was the last week of July. It's over with now.
