Had a great experience with Harbor Freight today. I needed to exchange a torque wrench and the process could not have been any easier. As soon as I walked in the store, I was greeted by Elena who asked if I needed help. I told her I needed an exchange and she simply walked me over to the exact isle where the tool was an exchanged it right then and there. She was really knowledgeable on the product and it's location and I was in and out of the store in less than five minutes. I didn't have to stand in a line or have a receipt. Elena was great and I really appreciated her professionalism.

To best answer your question is the stores. They have a great selection of items.
It's a hit or miss thing. Some tools have lasted long and have helped me a lot others not so much but for the price I can also replace it if it's broke, I lose it or it gets stolen. In the past I paid for some expensive tools and although they felt better, they were also a target for those who felt like helping themselves to my tools. This is why I use harbor freight.
I would think not. Never heard of such a device. Most everything they sell there is tool related.
