From the house to the b-box you need to hire a licensed plumbing contractor install the new service they will contact the city if you want a bigger service and need a tap
I was never informed of about this type of information your best bet would be to call 411 and they would have all the info for you

Going to department of water website and scroll down and click contact fill out the form and put all details of your problem into it and your contact information and somebody will get back to you
A metal detector should help you. I understand they can be rented, but callingng the water department works MUCH better. They can locate the peanuts in a pile of dod poop! Great crews!
