I went to see the Harriett Tubman statue. It excellently showed her strength and how freedom seekers relied on her resolve. It is a must see before it moves to it's next location.

First settler had land donated this area as the first park for community gathering
This isn't really an answer to your question, but the park was established in 1817 as Washington Square Park while the monument wasn't constructed until 1892. So perhaps the real question is why a monument to Washington wasn't built instead. Unfortunately I don't know the answer to that one.
