I was checking to see if I were still registered. I only had to plug in a few details and the page that came up was loaded with helpful information (as well as immediately telling me I was still registered). Plus, if I hadn't been registered, it gave me links to help me out. Everything was well laid out and user friendly.

Yes contact the boe and ask for them to send a change of party card
https://voterlookup.elections.ny.gov/ This link should be able to locate the site
I'm not sure for the BOE building itself, but poll sites are open from 6am to 9pm.
You can either go to the board of elections website and print out a form to mail in an absentee ballot request or go to the board of elections in person and fill out a form to get an absentee ballot. I just did this for me and my family since we will be out of town for the Democratic primary on June 26th.
