http://www.qpee.org/docs/events.html This is one of the better places to visit. I believe if you are trying to organize a skate event you would have to be in contact with the park. If it's just you and a couple people that shouldn't matter just call and make sure no other events are going on so you may use the park. Hopefully this is helpful.

'Tried to attend the Art Fair … not nearly enough Handicapped Parking, and the few spaces that do exist were filled with vendors' vehicles … none of which had "Handicapped" plates or blue placards! Who monitors parking violators?
