Hi, I know this is 2 years late. The last time I saw a flag in horrible disrepair- I did something about it. I went to WalMart bought a new one and replaced it. I never said a word to the owners but wished I had. Still I felt good inside. 4 U.S. Code § 8 - Respect for flag is a good place to start. Maybe just print out a copy and slip it under their door? The problem with calling authorities is that the code still exists but is not enforceable due to the Supreme Court of the United States finding it unconstitutional in United States v. Eichman. Non-confrontational with an offer to help with the problem is the only way to handle it.
