I would call them and ask.

If the tires were bought from you, do you rotate them for free? We know you close at 4, but what is the latest time would we need to be there in the afternoon to get this done? Just askong because we will have to take off work to get there.

Yes they do rotate the tires for free if they were bought there. I personally always get there by 3 pm to make sure they have time to do it in case there are others there.
