This mail carrier is rediculious ! Puts mail in the mailbox but doesn't take the out going mail! This is not the first time it's happened!

I'm not to sure about with the pin number. But I know if he has an id with the same address as you he can.

We are moving to Mount Vernon OH sometime in May. We will not be able to locate in our new home until sometime in June. Would it be possible to obtain a post office box during this interim time?

You have to go to your local post office and fill out a form. Then they'll hold your mail for the duration until you request it to be sent again.
