No, not at Sandy Creek Nature Center. There is kayaking at Sandy Creek Park (www.accgov.com/sandycreekpark) with a boat ramp - also at Ben Burton Park (www.accgov.com/benburton)
No, Cook's Trail is closed between Sandy Creek Nature Center and Oxbow Loop due to some severe storm damage and flooding. Some folks do travel on Cook's Trail from Sandy Creek Park to Oxbow Loop and then return back to the park. It's about 5 miles round trip.
There has been no announcement for the Above Athens Balloon Festival this year. It has taken place at Sandy Creek Park for the past 2 years. Be sure to visit www.accgov.com/leisure for updates and follow their social media.
