You can take any staircase those will get you to bay street for bikes, I suggest walking it up a ramp (cobblestones will kill you or cause injuries.) Then make a right. My Best option is head to M.L.K and you're pretty going to see what you're looking for

Depends on what part of town youre in. Stay away from ghettos, gangs and dope and youll be ok.
There's no real good time because traffic on the bridge isn't a rush hour thing. It's a lot of commercial traffic. Just plug in some good tunes, be patient and enjoy the ride
I'm staying in Hardeeville South Carolina and am working in Savannah Georgia at Kinder Morgan with a contractor and was told it would be closed. I was hoping it wasn't true!! Maybe he said that cause I'm from out of state.
