How would I go about taking over rights of a family members child if the kids are already out of there house. The child is with my grandma for now but she is only keeping her for a few weeks until something else is figured out.

The current income limit for an assistance unit of one is $1316.00 per month. There are several factors that go into the eligibility determination. I suggest you submit an application. You can visit www.commonhelp.virginia.gov or call 855-635-4370.
Call them and they will direct you to someone. Please don't hesitate. Though it isn't in the purview of the police, if you can't contact social services, call them.
