This place is absolutely amazing. Words really can't describe it. Hiked in and watched the sunrise over Grand Manan Island. took the coastal trail down and then the inland route back. Full length video will be available on my YouTube channel Diary of a Maine Man.

Amazing place to visit and stay for a couple of nights in tent. The only thing I hate - people who leave trash along the trails and camps... collected 2 pounds of garbage along the coast trail.

Id say its safe, ee did our research before we stayed 3 nights there, they say bear encounters are pretty rare, and the occasional aggressive moose is possible, but we had no problems.
It depends very much on the weather. With snow and ice it can be quite challenging, although conditions a week ago were good with no need for special equipment. Bottom line: Unless you are an experienced winter hiker, I would not recommend it. The coast guard trail at quoddy head might be a good backup plan.
You are suppost to quarantine for 14 days I believe if you are from out of state. I recently walked the Cutler Public Lands and saw maybe a handful(Like 6) of people over the 10 miles we hiked. Some people did put masks on when they went by you. So the choice is really yours if you want to hike it. The exposure to people would be minimal as long as you mask up if you see someone else on the trail which again there aren't many people out there.
No.
Hmmm. I only saw a couple of sites on the trail but one was definitely big enough for a few tents. Might be easier this time if year, especially if you go during the week.
There is a privy at the trailhead.
Get there as early as possible. No guarantees as it's becoming pretty popular, but your chances are better on a weekday. Carry water, freshwater sources are dried up.
You camp along the trail, there are a few sites on the map, and it is a first come first serve deal
Right now. Public lands opened June 1st to Maine residents and out of state people who quarantined for 14 days.
