The fees are insane.
The simplest solution is often the best. Give everyone a time slip. Periodic checking of those slips would weed out malingerers. Furthermore, after One violation, their privilege would be rescinded. Keeping a clock visible in that area would eliminate excuses like, "Sorry, but I lost track of the time". Incidentally, time can be hand-written, and the person giving them out should put either their initials on it, or enter a code specific to that date. E.G., 05031015, today's date and time. You might also consider the actual number assigned based upon how many visitors there had been, up to and including that point, such as 102327, indicating the 23rd person, and the time (use military time, like 1435 is 2:35PM). So 102327 would be 10:23 AM, and they're the 27th person admitted.
