For the Washington DC Sign Language Branch, it starts at 11am and ends at 2pm. There are two other wards that meet here too but I'm not sure of their exact times.
9 am for the Capitol Hill (family) Ward 1030 am for the Eastern Market YSA Ward 12 noon for the Washington DC (ASL) Branch

There is a ward that meets at 9, yes. There is also a deaf branch that meets at 11, and a YSA ward that meets at 1.
