I really enjoy sitting in the libary to read books or play on computers but my sister got kicked out for something she didn't do... Maybe thing about if its people's faults or not, also kids are loud in the study room are loud, and on one does anything about it?? I might be a kid but i still know my facts

As of Monday, the Perryville and Elkton branches will be open for limited services, including computer use. Learn more at https://www.cecil.ebranch.info/using-your-library/reopening-roadmap/#phase4
Yes. They normally have public WiFi anyway but during the closures they've extended the service pretty far into.the parking lot so you can use your device in your vehicle.
You can donate any book to a Cecil County Library. The rule of thumb is that the books are presentable, i.e. not torn up, dogeared, etc. There is also a limit to the number of books that can be donated at a time, I believe it is 10 boxes at one time due to the limited space at the library. However, since you mentioned you did not want to donate the books somewhere who will make money off of the books when I asked the attendant at the Perryville Branch Library she told me that there are occasional book-sales. I am not 100% sure when the sales are held, or if you can instruct them not to be sold.
