Hi William thanks for contacting me. The VISM SPD is set up to be absolute Co witness. The only way you I think you could raise it to lower 1/3 would be to use a small spacer Picatinny section underneath the red dot. But I'm not sure if there's a spacer out there thin enough to get it to the proper lower 1/3 height. For shipping I charge $7.95 flat rate and it does include tracking. Let me know if you have any other questions.
