I was there about a week ago and I did see a outdoor dining tent and chairs. I think they were just waiting for the green light to proceed with outdoor dining.
I'm not sure about a Family deal, but like most Japanese restaurants they have Bento box Specials, and Dinner specials that include Chicken, Steak, Shrimp, Miso soup, and fried rice.
You can order anything you want when sitting in any section of the restaurant
Yes, they have lunch specials. Portions are slightly smaller but still good food and worth the $.
