While I do not smoke, it would seem prudent for a retailer to make it simple to buy items that are in inventory. Not only are cigs difficult to buy, many food items are sporadically out of stock. Empty shelves where product should be. I'm told inventory is handled by corporate and there's nothing management can do locally. It's fine to me. Aldi's has far better consistency and lower prices. Wal-Mart used to get 100% of my food budget; now only 20%.
