Clark County building dept, you must make an appt on thier website...
Not sure how your permits are due to expire if you haven't picked them up yet. Clock starts as soon as you pick up and pay any outstanding fees. Bldg Dept is closed to public as of March 18, 2020. There's more info on their website: www.clarkcountynv.gov/building

If you live in a master planned community you and your neighbor owns the wall. In Clark county the wall is able to be a maximum of 6'0" tall with an addition of decorative block on top. First you need to pull a permit and get a notarized letter between your neighbor and you and also the approval of hoa if needed. Good luck
The planning department can look up all permits associated with a particular address as long its within their jurisdiction. Walk in or give the planning department a call.
