Both me and my 3 year old went in to get seen and they were so friendly and great with both of us. The staff was very kind and helped me with my son while I got a CT scan. They let me stay with him and hold his hands through his x-rays because he was scared. They offered him cereal to snack on and were very gentle with us. I'm grateful for how great the staff with us.

Legally no. In california, any emergency department is required by law to provide "basic service" to any individual, regardless of their insurance or ability to pay. That person is still liable for cost and will be billed
Call the hospital
Try this have a cup of drinking water bend forward as low as you still can drink the water your lib zib on the other side of the cup which mean the cup is cover your chin instead of covering your nose while you drinking also hold your breath and drink as much as you can until you can not hold anymore. Do this couple time see how it goes
