All this is explained on the EPL and/or Polaris library website. You reserve a book as usual and then when it's available you schedule a curbside pickup done in the alley next to the main dwntwn branch. You can call or go online to schedule pickup. The hone page for EPL has a phone number listed to call with any of this type of question.

One of them is a summer reading program where you report how many days you have read at least a bit, and based on that you can be entered for prizes.
Buy them. They will auto download if you buy them from Kindle store, or look in your Kindle library click the book to download it. If you have Kindle prime or whatever the membership is you can also go click the checkout button in the Kindle Library to download.
I don't think they have an office, IIRC. At most post offices, you can apply for a passport there. The post office west of the Davis Purple Line station, and Metra station is one of those locations.
