Randy, the actual issuing of the license itself, renewal of a license, as well as title work is all done here. If you need to take the driver's test itself though you must do that at a testing station. A list of the stations can be found at: https://www.mshp.dps.missouri.gov/HP32DES/DESTable.jsp

Probably just a paper ID until the card is mailed out to your address

Best way to reach them is in person.

If you have copies of pprwk they gave you, maybe a phone call will give you a status. If that doesn't work, a trip to the Truman bldg may be in your future.
