It sounds like the 19th would be best, but I would recommend visiting as often as you can.
You can check the website for daily videos on the tulips. Hot foods is served at Master's Market 12:30pm to 1:30pm. Or bring your lunch. They have picnic tables at the market lawn.
Dogs are not permitted on the grounds.
They have a wheelchair accessible area. She can enjoy much of the garden on the lower level.
The lower garden will be open today (Thursday) after 10am. There is a lovely curved pool, two beautiful cherry trees in full bloom, bursting with pink blossoms, more tulips, a blue tile roof mandir (like a chapel), a Greek-style overlook with breathtaking views, a lawn, gazebo, more flowers. It's at it's peak right now, so you picked a good day to visit!
That depends on the weather. Usually they are beautiful for almost a month.
