Most of the time the door will be password locked. But it's open to public during prayer hours of 5 daily salat 24/7. Just need to know the password from administration numbers if you go frequently. The hours are posted on the side of the minbar and may change from time to time but mostly they are 15 - 30 min ish after the actual prayer time.
Depends on the moon sighting. They will make an announcement beforehand. You can go on their website and call the phone number on 29th of Ramadan and find out as well.
