Medicare supplement plans don't operate on a calendar year basis. They typically operate on a contract year anniversary with when your policy started. Rates depend on the state, if you are with Cigna Health & Life or one of their subsidiaries. etc. The answer is prices are increasing. The average is about 2.5% for Plan N. Your price will depend on your state.
