The events I've gone to are free for spectators. Exhibitors pay for stalls, judges, etc. You really need to look up the specific event you want to attend to find out about the fees.
If you are asking about the facility at MTSU, you would need to contact the TN Livestock Center on campus. The TN Miller Coliseum is about 6 miles from MTSU campus and doesn't generally rent RV spots to the public because of the amount of events that take place each weekend.
