The property manager is phenomenal very kind and very helpful and also the guy in charge of maintenance is very reliable and responses quickly and handle matters efficiently.

Yes they are, but the manager tries to control who lives there.
Not for this location that i am aware of. Altthough, it is under new management, so. Policy could have changed. You can check their website.
