Over the MTA bus station next door to the municipal. The entrance is on Charlotte between 4th and 5th Avenue. Make sure you use the elevator that comes out on the corner of the building closest to the ticket office or you will have to go all the way around the municipal Auditorium to get in. I made that mistake once.
