Definitely helps to make one since they do get busy pretty often.
Yes, 16yo donors need a parent’s permission and weigh at least 130lbs. 17+ Just need to be 110lbs and no parental permission is necessary. Also, make sure they eat a good meal before donating & drink a glass of water, that’ll always make the donation easier.

The Blood Center is licensed by the United States Food and Drug Administration, accredited by the AABB, and is a member of America's Blood Centers, Blood Centers of America, and The South Central Association of Blood Banks. As well as being the primary blood provider to hospitals in South Louisiana and South Mississippi, The Blood Center is a member affiliate of America's Blood Centers (ABC), North America's largest network of community-based blood providers supplying half of the United States' volunteer donor blood supply.
There's a medication deferral list on their website. Blood thinners make you ineligible for at least 24-48 hours after stopping as do antibiotics, things like ibuprofen, or other pain pills. As far as I know there is no cut off age for donating as long as you're in good health and pass the mini-physical they give when you go in (bp, heart rate, medications deferral list, country visit list, that kind of thing).
