You can get permits at Montauk Downs state park. Fishing is permitted practically everywhere.
Or you can just get a map and take the seal haulout trail to the area where the seals are. It's at least a half hour walk thru the wooded trail, or straight down the beach west of the lighthouse

Yes there is a parking fee. When I was there the light house was closed for renovation. No fee to walk down to the shore

No. It's more like sightseeing and exploring the coastline. Picnics okay too. The beach is fantastic. It's also family and dog friendly.
No swimming beach in the mtk point sp. Need to go to hither hills sp for swimming beach
On our visit, there were maybe a dozen people walking around. It was the off season and drizzling.
You can camp at Hither Hills park though, which is out the other side of town. Don't know how much the permits are nowadays (if any)
Tjere are sqirels, chipmunks, deer, no giraffes, tigers or bears.
