I called the upper lake ranger station about a month ago. they said Bear Creek campground is closed indefinitely due to fire damage.
There was a very small creek by our campsite. I can't imagine it would be too good for catching trout.
2wd is fine most of the year, but coming in from the West on Bear Creek Rd there is a water crossing that can be difficult in winter for 2wd depending on weather and creek flow.
