Quality work at a fair price

We contacted the company in regards to a soft spot on our roof. We set up an appointment for them to come out and an hour before the appointment they rescheduled for the following morning. A woman came out, inspected the roof, and gave us options about contacting insurance. She stated she would send the estimate the next day. The following week, i contacted primo in regards to not receiving the estimate. They responded, it was going to be worked on the next day. At this point it’s been over two weeks since the employee came out. We finally received a phone call at 3.5 weeks that in order to get the said estimate we would have to pay $130. We spoke to primo three previous times and nothing was mentioned. As active duty military, this is poor communication and customer service.
