The rental process was actually excellent. The rep that helped me was fast, friendly and helpful. Everything since that moment has been a nightmare. I have been attempting to obtain a receipt from this location for literally 2 weeks. I've talked to 3 different people at the HQ and consistently received the wrong receipt. I have tried calling the ECP Budget phone number probably 30 times over the last 2 weeks. for the first week or so I was sent to a message that stated due to a state of emergency they couldn't answer the phone (June 2022 there is no state of emergency). I started calling today and after one ring the automated message says "Thank you for calling Budget" and hangs up. I will say, one person at customer service was very helpful, but ultimately provided me with useless info. Overall, this has been a giant headache. I should have known when there were 30 people in line at Hertz and 2 at Budget/Avis. As nice and cheap as they are, I don't think it's worth the headache.

The staff was very friendly and helpful. The car was black so had quite a few visible dings and for some reason it smelled of horrible body odor in the vents. I did not notify Budget of the smell I just bought air fresheners 🤣

The experience was horrible. It started when the Panama City location gave me a dirty car. I had to walk back in and request a different car. That car ended up needing oil and I had to exchange it in Tallahassee. Also you never honor the free upgrade I get from USAA. The next that happened was in Savanna GA the rental car broke down. I called the roadside assistance number. About in hour later the car was picked up and I was left on the side of the road with my luggage. Roadside said a ride share would come pick me up but that never happened and I had to pay for an Uber. I made it to the budget in the savanna airport only to wait another Hour and half for the lady at the desk to be completely rude to me. Then when I was driving in that car I felt something on my leg and it was a Cockroach. The Jeep they gave me cockroaches in it. ( i have a picture) I then had to stop again in Fredericksburg to get a car that did not have cockroaches in it.

THEY SNEAK IN EXTRA COSTS AND FEES. Tried to upgrade my car without approval. Just before paying I clarified and was assured no upgrade, same price. I compared prices later on to my booking.com quote and was still charged higher even with same car originally reserved. They put a $300 hold on my debit card at car pick-up (in addition to the full fee of the rental), telling me that travelers who actually have cash are higher risk than credit card users (really? You discriminate against those with cash?!) so we are penalized with DOUBLE the hold fee. Then at car return they charged me $15 because apparently their car data showed my car being 1 gallon less than at pickup. I have before and after pictures and there is literally no visible difference on the consumer side for me to know (and really I don’t see how the gauge could go higher). I used one of the closest gas stations around drop off so it seems a bit odd. Beware. Less than honest dealing - taking advantage of tourists/vacationers. (Axis and Budget function as one here.) Do you see a $15 difference in the gas level between my pick up/drop off? (See pictures)
