Great question! Christ established the Church and gave his Apostles the faculties to administer his mercy through the Sacrament of Reconciliation ("Whose sins you forgive are forgiven them.") Todays clergymen are successors of these Apostles and have been ordained into their priesthood with that same faculty. In the sacrament of Reconciliation, it is not the priest but Christ who absolves the sin. The priest is merely the instrument of Christ's mercy. It is not that God is incapable of forgiveness outside of the Sacrament, but that Reconciliation is the means through which He Wills to pour out that forgiveness. I hope that helps.
