Burgers are ok. Service is not really attentive, from 3:00 p.m. there is no more table service and you can only order at the bar.

Mattingly's Tavern has consistently adhered to COVID-19 Safety Best Practices, Orange County Department of Health, New York State Department of Health, and New York State State Liquor Authority requirements including, but not limited to daily disinfection of all surfaces and spaces, employee use of face-covering and hygiene practices, table and bar seating/spacing, patron face-covering requirement while not seated, ten-to-a-table maximum seating, occupancy limits, food-ordering requirement, closing/curfew times.
The State of New York Department of Health and Liquor Authority has implemented guidelines for the safety and the benefit of its constituents. To my knowledge, at no time has the State of New York or any of its departments permitted "BYOB" at On-Premises Liquor License establishments like Mattingly's Tavern.
