If done properly, new concrete can be poured over exsiting concrete but the slab would have to be in good condition, with no cracks or settling. You must also keep in mind of stair risers and door thresholds, as we can't pour higher then these. Hopefully I was helpful with your future project...Thanks Paul Saladino
