No, but there are other sources of assistance ot there.
There are ordinances that prohibit nuisance behavior so if a homeless person is causing a legitimate problem - like aggressive solicitation, public drunkenness, vandalism, etc. - you may call APD for assistance. Bigger picture, there is a public-private initiative underway to provide more housing AND supportive services for the homeless. Google "Partners for H.O.M.E."
